Pastor Frank Starks

​Pastor Frank Starks III is the co-founder of Heirs Outreach Ministries, Rekindling the Flame of Romance marriage ministry, and co-owner of In Him Global Media. A veteran of the U.S. Navy (USS Sterett, CG31) Frank is an active speaker at various men’s conferences and elder in local weekly men’s Bible studies, and while operating the couples’ radio station, travels to preach the gospel of Jesus Christ across the nation. Frank surrendered his life to Christ in 1983 and began preaching the gospel of Jesus Christ as an ordained minister in 1985, he served in various capacities within the church as an usher, deacon, Sunday school teacher, and youth pastor. As an advocate of education, Frank also co-founded Heirs International Bible Institute, a Biblical studies and ministerial training institute operating out of Corona, CA and online.
